SERVICE MINUTE OF THE SRI LANKA TEACHERS’ SERVICE – 3RD AMENDMENT

Teachers of the service should complete the efficiency bar examination prescribed as follows.

8.2. Frequency at which the Efficiency Bar Examination: Shall be held twice a year.

8.3. Conducting Authority of the Efficiency Bar Examination: Shall be conducted by the Appointing Authority or by the authorities to whom the power has been delegated by the Appointing Authority or by any other appropriate institute as may be determined by the Appointing Authority, in accordance with the guidelines prescribed by the Appointing Authority.

8.4. Other provisions applicable to complete the Efficiency Bar Examination

(i) Teachers who have been recruited to Class 3 of the service should pass the First Efficiency Bar Examination to be promoted to Class 2- Grade II. However, when an officer is appointed to Class 2 Grade II in terms of the provisions under 7.2.6.2, 7.2.6.4, 7.2.6.5 and 7.2.6.6 of the Service Minute, it is not necessary to complete the Efficiency Bar Examination prescribed for Class 3, However, the teachers thus appointed should pass the First Efficiency Bar Examination within three (3) years from the date of their first appointment to Class 2- Grade II of the service. In addition, they should complete the Second Efficiency Bar Examination applicable to Class 2- Grade II within four (4) years from the date of promotion of the officer to Class 2- Grade II of the Service

Methodology of conducting Efficiency Bar Examinations.


1. Efficiency Bar Examinations are conducted based on self-study modules published in the official website of the Ministry in charge of the subject of Education. The Line Ministry in charge of the subject of Education shall revise these modules from time to time, where necessary.

3. . Written tests for each Efficiency Bar must be formulated as follows as to cover the respective modules.

4. The total of marks in Paper -I and Paper- II should exceed 40% to pass

5. The Written Test will be conducted in Sinhala, Tamil and English Languages. Candidates may sit the test in the medium of their choice.
